Investors have submitted approximately 90 projects to develop construction materials factories in Romania, with a total investment value of EUR 1 billion. These proposals were filed under the ConstructPlus grant scheme, financed by the Romanian government. According to Ziarul Financiar, only 7-8 projects will receive funding this year.
The ConstructPlus scheme has an annual budget of EUR 150 million and a total budget of EUR 600 million over four years. This year’s grants are focused on the initial phase, with the application evaluation process currently underway. Representatives from the Ministry of Economy confirmed, "The application evaluation process is currently taking place. After the publication of the list of applicant companies, the evaluation of requests for approval for financing will begin."
Grants are expected to be disbursed around mid-2025, which means new factories may commence production in about two years. Entrepreneur Cristian Erbasu, who owns a major construction company, estimates that around 60% of construction materials in the local market are imported. This figure is even higher for construction technology and equipment.
Erbasu emphasized the importance of producing essential materials locally, such as prefabricated elements for infrastructure and basalt wool for building energy efficiency. He noted that certain materials, like various categories of rebar, are still in limited supply in Romania compared to the demand.
The grants will cover up to 75% of project costs in urban areas and 85% in rural areas, with a maximum of EUR 50 million per project.
